Methodology

This site collects CE Form 6 (Full and Public Disclosure of Financial Interests) filings, extracts what they report, and runs transparent checks written from the Florida Commission on Ethics' own instructions. A flag means “worth a closer look at the public record”, never a finding that anyone did something wrong.

Sources

Every document is stored with its source URL, retrieval time and SHA-256 hash, and every extracted value links to the page and position it was read from.

Reading the documents

E-filed PDFs have a text layer and are read exactly. Qualifying copies are usually scans stamped “received” and watermarked “For Qualifying Purposes Only”; those are read with OCR, cell by cell, after suppressing the watermark. Each value is read several ways and scored by agreement. Values below 80% confidence are marked like this? and queued for human review. Parser version 0.5.2.

Assets like domain names, collectibles or unreleased software have no reliable market price, so the stated value is the filer's own estimate.

Limitations: Keyword-based; securities are excluded. A professionally appraised item would still match.

Household goods (including jewelry, art, furnishings, clothing and personal vehicles) may be reported as one lump sum. Itemizing them too is usually a breakdown (context); worth a look only when the reported net worth counts them twice.

Limitations: A collection held for investment may legitimately be listed separately.

The investments held in brokerage accounts and IRAs are the assets to report, which is what reveals potential conflicts.

Limitations: Matches account-type words; a description that names the holdings in another format may still match.

Intangible assets should name the entity they relate to.

Limitations: Only exact generic descriptions are matched. “Cash” alone isn't flagged: cash on hand has no institution.

Values that are all round thousands are estimates; fine, but less precise.

Compares reported net worth with what the listed items add up to, as context, with the likely explanation when a pattern fits. Only a misplaced decimal point is worth a look: differences are normal and usually fit no pattern.

Limitations: Listed items are incomplete by design (assets under $1,000 and some debts are not listed).

Compares a filing's net worth with the same person's most recent earlier filing, as corrected (the latest amendment, if any). Worth a look when it at least doubles or halves, or crosses zero, by $250,000 or more; a move of 1.5× and $100,000+ is context.

Limitations: Filings are matched across candidacies and Commission filings by name (see Methodology); readings below 75% confidence aren't compared. Inheritances, property values and markets legitimately move net worth.

Flags a net worth of $100,000+ (beyond household goods) when the assets section is empty or “N/A”: every asset over $1,000 must be listed. Notes income from banks or brokerages, and amounts entered just over the $1,000 line, which suggest placeholders.

Limitations: Only when the assets section was actually read and the net worth was read with high confidence.

Flags assets, debts or income sources whose whole description is redacted in the public copy, so the public can't tell what they are. Worth a look when they total $250,000 or a quarter of net worth.

Limitations: Partial redactions (account numbers, an address beside a named item) aren't counted. A single withheld asset for a judge, prosecutor, public defender or sheriff is treated as their exempt home address. Officials listed in s. 119.071, F.S. may have their home address “or other information” kept confidential, so for them a withheld entry can be lawful. Black bars on scans are detected visually.

Items that exist only in a missing attachment can't be evaluated by the public. Worth a look when an amount of $50,000+ (or 10% of net worth) is behind it, or a whole section is only “see attached”.

Limitations: Only the public copy is checked; the attachment may exist elsewhere. A bare “See attached” line after itemized entries, with no amount, isn't flagged.

Points to the attached schedule behind “see attached” entries and checks that its totals match the form.

Limitations: Matched against amounts read from the attachment: the same amount, the named section's holdings, the statement's section totals, or a figure within rounding (a few hundred dollars, or up to $5,000 on six-figure amounts). An OCR misread there can still show as unmatched. When most attachment pages are low-resolution images (under 200 dpi), an unmatched total is reported as unconfirmed, as context.

Limitations: Relies on the printed “Page n of N” footers; unreadable pages are not counted as missing.

Limitations: Rated “review”, not “significant”: the form asks only for the filer's own income over $1,000, so someone supported by a spouse, or serving unpaid, may genuinely have nothing to list.

Owners of more than 5% of a business who received more than $1,000 from it must list the business's sources of income that exceeded 10% of its gross income.

Limitations: We can't see the business's customers, so an empty section may be correct.

Limitations: Property is recognized from descriptions; vague entries may be missed or miscounted.

Form 6 has a separate section for banks, insurers, mortgage companies, utilities and other regulated businesses because they often deal with government.

Limitations: Only what the filer listed in that section.

Direct cryptocurrency holdings are context, but worth a look when they're $100,000+ and the only asset or at least half of net worth: a wallet has no institution or statement the public could trace.

Limitations: Crypto funds and ETFs are securities and aren't counted here.

Disclosure clarity

Each filing gets a disclosure clarity tier: how clear and complete the document is to a reader. It rates the filing, not the person, and it is not a finding about legal compliance — only the Commission on Ethics can decide that. Each check is built on one of the rules above, so every gap links to its evidence:

  1. Each asset names the bank, company or fund — Asset without a named institution
  2. Assets are listed to back up net worth — Net worth with no assets listed
  3. No entries are withheld entirely — Entries withheld entirely
  4. “See attached” items are attached and add up — Itemized in an attachment, Attachment missing from public copy
  5. Income sources are listed (or a tax return is attached) — No income listed and no tax return
  6. Business owners name their major clients — Business owner with no major clients listed

Each check comes out clear, a gap, doesn't apply (no real estate, no businesses…) or couldn't check. A gap only counts when its evidence was read with high confidence; an uncertain OCR read is “couldn't check”, never a gap. Unnamed assets only count once they add up to $10,000 or more, and “Cash” on its own isn't flagged, since cash on hand has no institution to name.

Never counted against a filer: pages missing from the state's copy, scans we couldn't read, and practices the form allows, such as round numbers or listing accounts rather than each holding. Real-estate addresses aren't checked at all: most filers leave their home address off for privacy, so a missing address says little about a filing.

Matching filings to people

The Division of Elections gives every candidacy its own account, so someone running in two races has two accounts. Accounts are treated as one person when the first and last names match and every pair agrees: middle names equal, one an initial of the other, or one missing; the same party (or a nonpartisan office); the same county (or none). If any pair in a same-name group conflicts, none of it is linked — splitting one person is better than merging two. Candidates are linked to Commission on Ethics filers only when exactly one filer has the same first name and surname. These links are what let a filing be compared with the same person's earlier filings.

Finding your race

“Use my location” is optional and only runs when clicked. Your browser asks permission, then the page matches the coordinates against simplified boundary files (State Senate and House districts from the U.S. Census Bureau's 2025 TIGER/Line files, counties from its 2024 cartographic boundaries, judicial circuits from s. 26.021, Florida Statutes). The matching happens in your browser; your location is never sent to this site's server or stored. Near a boundary the simplified maps can be off, and county commission and school board districts aren't determined from location — please confirm with your Supervisor of Elections.

County-office races are grouped by the county in the state's candidate roster. Candidates with confidential addresses have no county in that roster, so race pages note how many such candidates exist for the office.

If an extracted value is wrong, or a flag misreads a filing, please report it with the filing link and the page. Corrections are logged and reviewed, never applied silently; the original document is always shown beside the extracted data so anyone can check.
